Config option to enable/disable mutations at non-visible loc #10

Probably best to default to False.

This would require populations to maintain all possible genotypes in the abundances and delta vectors, which might be fine. If the value is False, zero out abundances in any non-visible loci after mutation.

* Mutation now takes into account whether or not mutations are allowed at
non-exposed loci. See issue #10.
* Some tweaks to numpy data types used for arrays. This may change more
soon
