feat(general): Image Referencer should not run for CI workflow files

Description

This change removes CI pipelines vulnerability scan (Image Referencer) for CI workflow files.
The runners that will no longer run image scan are:

• Github Actions
• Gitlab CI
• Azure Pipelines
• CircleCI Pipelines
• Bitbucket Pipelines
