Handover: Start another script when updates are found

Whenever a SubUpgrade finishes, we do a handover to a script set in Settings (or subscriptions/default?) with a number of user set environment variables, similar to transmission's external script fire-off-er.

Can't really see the use case but transmission's version is pretty handy...
