  1. Implement persistence, separate whitelists / injections 

    Changes:
- persistence for transactions and analyzed blocks
- separate white listing from injection
- white list after the start-up of the 1x node
- reinject with exponentially increasing randomized delay,
  omit transactions already mined in the 1x chain
- configurable maximum injection rate
