Version catalogs are officially supported by Gradle as a way to manage dependencies. They're also supported by tools like Renovate. Unfortunately it's only kind of supported by Android Studio, which seems to prefer toml files over settings.gradle. Since Gradle's docs seem to be recommending settings.gradle and are usually ahead of Android, I've chosen to follow Gradle's guidance in the hopes of avoiding a toml -> settings.gradle migration in the future.
