Here is the info from bettercap
image

You write to Service UUID: 0xfff0, UUID: 0xfff1

The data is 2 ascii characters such as "41".

The first character is the pattern (1 - 8)
The second character is the intensity (0-5, 0 = off)

Pattern 1 turns on both vibes to the specified intensity.
Pattern 2 turns on the larger vibe only.
Pattern 3 turns on the smaller vibe only.
The remaining patterns are combinations of alternating the vibes.

Specifying patterns outside the range seem to turn off the vibes so sending "00" turns them off but that may be an error condition. The way the Je Joue app turns them off is to specify the last pattern with a 0 intensity.
