Because it wasn't following the convention, various tools weren't finding it. Tweaked the format of Changes file to follow conventions for that, while I was at it :-)
So MetaCPAN will display it in the sidebar, and other tools can find it.

I've made a number of small changes so your dist follows various conventions:
These sorts of things make it a tad easier to write tools that process CPAN dists automatically.
