update keycloak documentation for v22
make sure the cbioportal codebase supports keycloak v22
- our tests seem to run v11: https://github.com/cBioPortal/cbioportal-frontend/blob/master/end-to-end-test/local/docker_compose/keycloak.yml#L14. Upgrade to v22 as well

What is the status of this issue? We would like to set up a local instance with our pre-existing users but we are limited to using Keycloak 22.
