Followup ticket for #7784

We should be able to configure the threshold that is used to decide between replicating events or snapshots. In #7957 this is hard coded as DEFAULT_SNAPSHOT_REPLICATION_THRESHOLD

As discussed, we should do it this quarter, but it might come up sooner depending on the result of the load test. If the load test shows that the value is incorrect, then we will need this in order to rapidly iterate and find the right value. If it seems fine, then we can do this in the upcoming months.
