1.4.0 - supports DKFZ docker

Sanger and DKFZ versions updated. Config files should be set appropriately for your system but base method of provisioning and monitoring should be static.

If images move to private dockerhub repos then all pullDockerImages entries will need to be moved to pushDockerImages and be staged to the control node in advance.
