  1. Bump the CI platforms to most recent Debian

  2. Drop Python < 3.10 support 

    Python 3.10 is the default in Jammy, while Debian Bookworm has 3.11.
Since we dropped CI for older releases, we need to remove compatibility
code that won't be exercised in the tests.
