The latest Sphinx version that was released today removes functions that some extensions require. Temporarily restrict the Sphinx version until the extensions have been fixed. Signed-off-by: Ruth Fuchss <ruth.fuchss@canonical.com>

Actually, RTD uses an older Sphinx version anyway (which is probably smart), but this fixes the local build. |
