I wanted to start building out a definition of our topology based on the discussions in #4 and #19 and #24.
To help us define the number and types of aggregation levels, I started drafting what these levels might look like for U.S. grids. However, these levels might change in other regions, so I invite others who are more familiar with those structures (@gwpicard) to add to the level granularity table for other regions (and also refine the US column as well).
I also started defining what the edges between levels and among elements of each level would look like, and what kind of data we might need about each edge.
