With current implementation decision it will be beneficial to test how light nodes will behave in cases where:

Light node only has half of max peers connected and other half is having high latency
Light node is connecting to a new set of peers after a period of time has passed with the current peers' set
- this will require a separate branch of the node repo to contain tests' faster reconnection time

Closed as done in part of reconstruciton tests.
Our full nodes can find each other in the network
