This is by design. Users are responsible for the data in the buckets that they own, unless a request payer was set on the bucket. For example, if a user make their data public they are the ones who are expected to pay for access to the data.

@yehudasa I think there are two aspects, pay and statistics. For the pay design, maybe there is
another scenario that a public bucket for data share, and the users should pay for the access
themself. And the statistics, usage should definitely separate for qos or some other purpose.
