ceph-ansible PR made it so that python-netaddr is required for ceph-volume tests ceph/ceph-ansible#3199

All Ubuntu tests failing because: ceph/ceph-ansible#3292

@alfredodeza I think you could use requirements.txt from tests/requirements.txt rather than requirements.txt from root directory, I guess you could get rid of this
