qa/workunits/cephadm: create lvs before calling cephadm

This fixes cephadm runs on Ubuntu.

The root cause of this is still unclear. Adding/removing LVs from the host context erases lv_tags set by a container.
This might be caused by different lvm version, but requires further investigation. This PR works around the issue.
