backport tracker: https://tracker.ceph.com/issues/48568

backport of #38511
parent tracker: https://tracker.ceph.com/issues/48491

this backport was staged using ceph-backport.sh version 15.1.1.389
find the latest version at https://github.com/ceph/ceph/blob/master/src/script/ceph-backport.sh

Along with host IP, sometimes Docker container IP's shows up in 'hostname -I'
output. Since this output is variable. Just check if host IP is present in the
cluster info output.
