teh /etc/security/limits.d file doesn't help us bc it only affects login
shells (enforced by pam_limits).

This only affects login shells; not useful.

This is for storing the rgw socket files for fastcgi, which we do not
want to enable by default.

on centos7 i can raise this to 1048576 but no higher (1048577 reverts to 65536 when i can /proc/pidof ceph-mon/limits).
