Accessibility Issues

• Allow users to tab into the dialog boxes and be able to use the keyboard to trigger the buttons.
• Add role="dialog" attribute to all the dialog boxes (ng-dialog).
• On the Select File & Validate page, add role="alert" to the error message.
• Triggering the skip to main content link is not jumping its target ID.
• The tab order of the footer should start with the Contact Us link, followed by Newsroom, Careers, etc. Currently, the Facebook link is the first element to get focus when tabbing into the footer. see footer comment
• In the steps wizard, convey the status (complete/incomplete) and step number to the screen reader.

We have no control over the footer as we're simply pulling it in from the cf-refresh. Since that's still in flux, I'd suggest just ignoring the footer.
