conf_as_dict 返回有序字典

  1. 目前conf_as_dict 返回参数d的是普通字典，修改为OrderedDict保持有序
  2. 保持兼容

应用场景

  1. agbot解析job_conf.ini的时候，可以按配置文件的顺序取，无需按照指定的group key做排序
