Once you move up to Chocolatey v0.10.4+, Chocolatey Licensed v1.10+, and Chocolatey Agent v0.6.0+, you need to opt sources into self-service. They will no longer work without marking them as self-service allowed unless you turn off the feature noted below.
Requires business edition (v1.10.0+) with feature useBackgroundServiceWithSelfServiceSourcesOnly turned on. It is turned on by default in 1.10.

By default, no sources will be allowed for self-service until
configured for it. This will allow organizations to opt in what sources
will be allowed to install/upgrade packages for a non-administrator.
