v1.27.3+k3s1+k4y1

This release bumps K3s to v1.27.3+k3s1. It also provides the following improvements:

1. Sets Kernel parameter fs.inotify.max_user_instances=fs.inotify.max_user_watches to prevent the cluster running out of notify handles, e.g. when following logs.
2. Makes sure to reinstall K3s upon version change and fails the install when there is an issue with downloading the install script.
3. Improves web proxy configuration.
