This commit updates the cilium configuration for the vagrant VM in order to enable hubble by default. This allows developers to leverage hubble to debug issues without having to enable hubble on every VM after it has been provisioned. Signed-off-by: Robin Hahling <robin.hahling@gw-computing.net>
