Add build cache mount to keep local build artifacts accross build failures. Add a new ENVOY_VERSION file used from GH workflows and docker make targets to keep build artifacts for different Envoy versions separate. Update Envoy reference, envoy.bazelrc, tools/check_repositories.sh, tools/get_workspace_status, envoy_build_config/extensions_build_config.bzl, as well as the patches. envoy_build_config/extensions_build_config.bzl still comments out all extensions not used by Cilium.
