Does it seem OK to make this change without updating existing records in civicrm_case_type.definition? One generally expects that an ISO-8859-1 document will be valid in UTF-8 (but I don't that for certain -- just a casual impression), and it shouldn't matter if the the encoding is changed immediately (during upgrade) or gradually (whenever someone edits the case-type).
