I checked that the image plugin tries to position its toolbar to a range. This doesn't make much sense as range's rect depends on the geometry of the selection, not the element. The selection apparently takes just a ~20px height in Edge, so that's why the toolbar is so low.

Anyway, this is a bug in the image feature: https://github.com/ckeditor/ckeditor5-image/issues/101.
