This is with reference to the hub ticket on i18n, #203 : add @xml:lang to at least the recommendations schema, here and there?

That would seem that I'm consciously aiming to perpetuate what I dislike about the use of @xml:lang in TEI specs, namely that it's used not for information but rather as instruction. Not a happy thought.

Done in a commit referenced above, pushed into 2.5.0 because it logically (causally?) belongs there.
