release: Clear Containers 3.0.23

This release vendors the latest version of virtcontainers. The
main purpose is to include the fix preventing the cleanup of the
container after a "start" or "stop" failed.

- versions: update CRI-O version to v1.9.10
- docs: Explain how to enable agent debug
- ci: Add update vendoring script.
- cc-check: Use nanosecond timestamps when stderr is redirected
- vendor: Update virtcontainers vendoring
