  1. add support for BP_OPENSSL_ACTIVATE_LEGACY_PROVIDER 

    - Enabling the new environment variable will load and active the legacy
openssl provider
- Removes `use_legacy_openssl` buildpack.yml setting in favour of the
environment variable
