Health endpoints are bound to localhost

This prevents containerized versions of log-cache from exposing the health endpoints outside the network namespace (pod/docker network).

Here are the places that are bound to localhost:

It would be nice for this to bind to :port or perhaps allow the whole host:port to be configurable.
