LGTM. Found this impossible to review in the GitHub UI, but checking it out locally and diffing the two branches reveals that this actually has a very small number of changes. This can be merged after the other one has been merged. |

Remove features when user has no permissions to execute. This improves the experience for non-admins where previously options were provided to them that could never be enabled.
