Describe the Bug

When CodePipeline is disabled then resources for it should not get created. Needs https://github.com/cloudposse/terraform-aws-ecs-codepipeline/releases/tag/0.30.0

Expected Behavior

CodePipeline resources should only be created when it is enabled.
