WHAT
Update the spansql version from v1.36.0 to v1.40.0, along with the dependencies involved.
WHY
New functions etc. are available in spansql v1.40.0, and clauses such as INTERVAL are very useful and should be used.
I also believe that #61 will be resolved in this update.
(I am not familiar with bazel, so I would appreciate it if you could correct me if I am wrong about how to fix it.)
