Add patches to propagate lhe numbering through herwig

Adds a patch to each of Herwig and ThePEG to allow them to number events based on a number in the lhe file, rather than sequentially. One can then ensure Herwig events "line up" with lhe events in CMSSW, which previously was not the case for processes with matching.

• This had to go with Herwig lhe matching fix cmssw#40939, just forgotten by me (and in fact a few relval workflows are failing in CMSSW_13_1 2023-03-29-1100)
