The tasks in the GCI system has links to issues, and the GCI app uses the assignee to link GCI students with the issues they are working on , or have completed.
However many of our sub-orgs do not invite GCI students into their org, and on GitHub that means they can not be an assignee. They need to be detected using the pull requests.
