Turns out this issue only exists in navigator, on the terminal page we don't see the browsers menu on a right click. But on a right click the contextmenu moves which is unwanted.

The issue being that the contextmenu is not the direct child of it's parent. This bug is not in Cockpit but in the navigator and resolved via cockpit-project/cockpit-files#329
