bots: Start releasing into Fedora 27

Fedora 27 has branched and is in prerelease and/or beta mode.
We should start releasing Cockpit there.

I'm fine either way. F27 is a short release cycle. It's coming out late October. Normally once a Fedora release branches we stop pushing into the previous one ... but this may be an exception.

@stefwalter: That's not what we did previously - we started releasing for Fedora 26 on March 23, and stopped releasing for Fedora 25 on April 15. I'm fine for switching over right away, I just wasn't sure if that was the right thing to do already, or if we want to continue to give Fedora 26 users the latest versions until F27 is actually released.

PR #7744 now landed (start testing Fedora 27 for PRs), so we are ready to do this now.
