sql: remaining PostgREST work

Now that we have initial support for PostgREST #69010 we need to figure out why UDFs aren't working as intended.

It might be also worth our effort to run PostgREST tests against CockroachDB to identify missing functionality.

@dikshant would you be able to add more details here to expand on "UDFs aren't working as intended"? Which functionality is broken, and are there instructions for how we can reproduce the problems?

Ah I meant to update this a while back and I forgot.

Yeah lets close this for now. I will reopen once I add the udf failure logs from postgrest in here.
