Previously, gceworkers used Ubuntu 18.04, while the docker build image and roachprod switched to Ubuntu 20.04. This patch upgrades gceworkers to Ubuntu 20.04, upgrades nodejs to 16.x and fixes an issue with cmake installation. Release note: None
