PR: cockroachdb/cockroach#27943

From release notes:

Added the server_encoding session variable and protocol status parameter, for compatibility with PostgreSQL. It is set to UTF8 and cannot be changed. [#27943][#27943] {% comment %}doc{% endcomment %}
