As alluded to in the TODO, it would be neat to have a mechanism, say a helper function in DCDO, that checks a range of prior years. |

As HOC signup currently uses
form_routes.rbrather thanv2_forms_routes.rb(see here), this change seems to be a noop.That said, this change is being done in preparation towards moving HOC signup to the v2 routes, at which point this change seems appropriate.
