Builds off of #17659. This PR introduces a new experimental flag
hide-sections. When enabled, instead of having one table of sections on the homepage, you will be able to have two tables - one for unhidden sections and one for hidden sections. When disabled, things should be identical to the status quo.By default, this second table will not be shown until you click on a button that says to show it.
This PR does not yet provide a way to actually toggle whether a section is hidden or not.
