Currently those with levelbuilder permissions have the ability to (un)feature a project; however, levelbuilding isn't directly related to featuring projects. This PR creates a new permission,
project_validatorand only shows the (un)feature button to those with project validator permissions.Ultimately, those with project_validator permissions will also be able to reset_abuse; this is just the initial step.
