This PR updates
default_schemeto use http for relative routes while in the Circle environment; currently this is only the case in development. Additionally,defalut_schemeis used in the professional learning landing controller test. This change is to reduce the diff in #19709 and mitigate issues in UI tests that route between pegasus and dashboard therein.
