Don't cache project levels on levelbuilder #20462

Updates to the "New X project" levels on levelbuilder don't propagate to the project pages because the projects controller caches the levels. We should conditionally cache the levels here based on Script.should_cache? method like we do everywhere else.

I've gotten this bug report before, but didn't look into the cause until I ran into it developing Game Lab Jr locally.
