Refactors the
summarizemethod onSectionto include an array of summarized students that belong to that section.This is change necessary in order to switch the
sectionsServiceteacher-dashboard/index.js over to using/dashboardapi/sections/:idas its resource in #23597. This is because thesectionsServiceresource feeds into sectionDataRedux and StudentSelector, which both require student information from the section.
