Fix path in restart server cron job #23633

The new job that restarts dashboard/pegasus services on front ends to clear up memory utilization issues (#23522) uses a relative path to copy ssh configuration files into place. This worked when tested manually while logged in to production-daemon as the user ubuntu, but cron jobs execute as root. Switch to absolute path (this has been tested successfully on production-daemon).
