Background
Per discussion in Curriculum Sync meeting this morning, script levels like /s/coursea/stage/1/puzzle/1 should redirect to the same level in the latest stable version, rather than defaulting to the 2017 version.
Description
Accomplishes the above by mostly undoing 13e9abf from #22887.
