fix broken links, create a landing page for educator resources #24311

We have a bunch of resources in /educate/resources but no /educate/resources/index.md landing page (which is currently causing a broken link.) I was thinking of redirecting index to one of the resource pages but couldn't decide which was the most important. Thought it might be helpful to have a page that links to all of them together? Obviously not a high trafficked page, so not wasting time on making it pretty.

Yeah, I guess I could just list them out for clarity. Seemed long.
